He got $13.50 for a $2.50 Dime, because some sucker thought it could be a "D". The seller didn't break any rules, because he didn't actually say that it's a "D", he said "you decide". This is like putting up a polished XF Wheat cent and saying "you grade it from the pictures", they hope a sucker will think it's uncirculated....
