What does it mean to be a federal reserve note?

It should have a green seal and should say Federal Reserve Note. Unless you want to know the process of the Federal Reserve?

Some FRN used to be blue as the Silver certificates, but that was a long time ago.

In general - FRN is just a way to classify the type of bill. currently allof our bills that we use are FRNs. In the past there have been different types United States Note, National Bank Note, Silver Certificate, Gold Certificate and I'm sure others. The different types have to do with how the financial system was set up when the note was issued.

I don't know if silver certs or gold certs were technically a FRN, but collectors will usually refer to those as gold or Silver Certs, not as an FRN.

Yes, they are legal tender but you aren't going to get the silver they used to be backed with

The difference is in the authority under which they were issued. As I understand it, "United States Notes" are (or were) issued by the US Treasury (ie on direct order from the government). Federal Reserve notes are issued by the Federal Reserve Bank. They stopped printing US Notes in the 1970's.
