British East Africa 10 Cents 1941 Oddity, Maybe Mint Cancel?

This coin has an unusual pattern on either side of the edge.
The E in "TEN" is very weak and appears to be due to some sort of fill or strike through, as well as the O in "GEORGIVS".
I am wondering if this is possibly something that was canceled at the mint due to the imperfect strike, and removed from circulation? The coin does not show signs of being circulated, just a few marks from sliding around amongst a few other coins. The metal inside the edge marks has also developed dark patina like the rest of the surface.
