I would grade this at MS-63, the dies look like they were starting to wear especially on the reverse along the edge and on the high point of the shield.

What you are referring to as over struck looks like Die Deterioration to me. But I'm no pro.

To me it looks like metal flow from the die starting to wear. I don't see any over strike or double strike.
