Thought so.

It looks like some kind of doubling but what it is I'm not even going to begin to guess.

Try over on the Lincoln Cent Resource also for a second opinion if no

I found one similar that John Wexler listed as a Doubled die.

The hub or die snapped into a different position during the single squeeze method. In this case rotating and you can see where the column formed over the area where the statue was. Along with these other three:
1994-D-LMC-Something-On-Column-7
So it could be a bar. If it were a gouge it would show in the field and not deep into the devices. I've seen marks like that from a scratch also. So I'm unsure at this time. It if is raised it could be die related. If it isn't then coin related.
