Looks like you've got some nice die cracks on both sides, plus a bit of foreign material (clay, make up, play dough, can't tell) stuck to it.

Looks like peanut butter to me .
Also looks like A in commonwealth is outlined with a scratch. Somebody "loved it up".

I see the following die cracks:

Rev - Between 'MO' of "COMMONWEALTH"
: Across the top of "OF"
: From Rim through the top of 'STR' of "AUSTRALIA" to rim
: Fine crack after last 'A' of "AUSTRALIA"

Obv - From denticles across the top of 'ITT' of BRITT
: In front of and joined to the bottom of the 'D' of "D.G.
: Across the bottom of .'G.BR' of "G.BRITT"

There are possibly more that can't be seen due to the surface gunk.

In Australia, I'd probably bid up to about AU$15.00 (US$13.70) to secure an error coin in this condition.

If I knew for certain the gunk was easily removable, maybe up to AU$20.00. Other error collectors might go higher though.

Like you said, I'm not sure if that gunk would be removable, it looks like a plaster almost. Is there any way to try and remove it without hurting the surfaces of the coin?

If it's mud, clay or a plaster-like substance, a soak in water (preferably deionized or distilled) for a few days should loosen it off. If it's paint or something "sticky", acetone should do the trick. If neither of those moves it, it could be corrosion, but I've never seen corrosion in that colour and pattern.

Not real sure, to me it appears raised, but maybe HippieOutcast can comfirm for us if it's raised or not.
