I would assume the 1953 on the reverse refers to the date.

"1 9 5 3 year" also appears in Chinese on the other side.

The denomination is 1 fen.

well, it said 1953, but the actual issuing date is around 1980s. This doesn't worth much in China.
The "real" ones issued in 1950s has 7 arabic numbers after 3 digits of roman numbers.
