Despite the wear on LIBERTY, I think the overall level of detail merits a F12 grade, or possibly even F15. The requirements for complete LIBERTY lettering seem to be pretty flexible at PCGS, particularly for halves and dollars. Here's my 1877-CC half which was graded VF-25 by PCGS, in spite of the weakness in BER of LIBERTY.
If PCGS calls that VF, then the first coin is deffinatly VF. I guess I place to much emphasis on the LIBERTY and not take into accont the overall wear. Thanks Jaobler.
