It's not an official issue of Great Britain, which has not yet converted to the euro, and isn't planning to do so anytime soon. Nor does "England" as a separate coin-issuing country exist - If/when British euro coins are issued, they will be made in the name of Great Britain (unless Scotland secedes first).

These are privately struck medallic coins - they won't be listed in the regular coin catalogues. Krause does publish a book for these "Unusual World Coins", but these coins of yours have not yet been listed in it.

Britain issued no commemorative coinage to mark their losing Hong Kong - China, however, did do so, and mementos of the event were popular souvenirs there. I think it's possible that these coins could be of Chinese origin.

The certificate makes no mention of who actually struck it. Are there any indications anywhere, on the packaging or on the certificate, of the company that made it?
