I have noticed on heritage alot of NGC coins that are labled damaged or improperly cleaned. When putting a value on these coins, what are some thoughts on doing this.
A good example might be: 1853 50c seated liberty with arrows and rays improperly cleaned.

that would be an XF-40 seateds half 1853 with arrows and rays that has been improperly cleaned.

I've never heard of an actual formula for valuation, but you can try comparing closed Heritage auction prices. If you can't find an "improperly cleaned" XF40 example you can something similar. For example, under Seated halves do a search "improperly cleaned XF40" and the see how those prices compare to problem free examples. Hunt around and you can probably a establish a price reduction range on a percentage basis.

My personal preference - just get a lower grade problem free example. I'd rather have a coin with a bit more wear and no disclaimer.

I used to think half the value but in recent years its closer to a five point grade drop. In some cases where the coin is a key date or rare then it may only be 10 or 15% lower in price. Just my experience...

For a common date like an 1853 XF40 Seated Half you would need to discount it down to VF20 at least.

As nohope587 noted, rarities or even scarce coins are much different.

There are many varying degrees of cleaning and damage so you have to consider each coin individually, one coin could have been scrubbed with brillo while another might have had a dipping. The brillo scrubbed coin will have the value dramatically reduced while a dipped coin might actually have a hammer price not too far below that of an original coin. Eye appeal will always play a big part in the valuation of unoriginal coins.
