I have a perfect record both as a seller and as a buyer on ebay. As a seller I have never been subject to a credit card charge back or a PayPal dispute. I got an email from PayPal today that states from now on, any money deposited into my PayPal account will be subject to a twenty One day hold, less PayPal fees of course which they will deduct immediately. The reason they state is to protect against chargebacks from buyers, in my mind totally bogus since they have direct access to my checking account and can easily process a chargeback at anytime. The real reason is cash flow and the ability to control funds for nearly a month without paying any interest. I find this totally unacceptable as an ebay seller. I think I am done with ebay. Anyone else get a note like this?

do you keep your selling active? I have had this problem a long time ago and if you put Delivery confirmation and tell paypal you will get your money 3 days after the package arrives. The best thing is to get your buyer to leave positive feedback and the money will open up almost immediately. It is ridiculous when your an honest seller you get treated like that.

This is not new and doesn't apply to most sellers. It only applies if....

* You have been an ebay and PayPal member for less than 6 months, and, have limited selling activity, or
* You have an ebay feedback score of less than 100, and do not have a record of good performance or
* You have a Buyer dissatisfaction percentage of 5% or greater than 5%, or
* You have an average Detailed Seller Rating (DSR) of less than 4.5, or
* You have received fewer than 20 Detailed Seller Ratings in the last 12 months, or
* You have a high rate of customer disputes
* You're selling in a high risk category or industry such as, but not limited to, tickets, travel, gift certificates, computers, consumer electronics, or cell phones
* You have a spike in selling activities or begin selling in a category without an established history

Pretty reasonable really.

I just called PayPal and it is a new, sophisticated spoof. I forwarded the email to them. In the past I have discounted these things if they didn't use my name. This one had my correct, full name? It is a dangerous world out there! FYI Bobby I don't fall in to any of the categories that you mentioned. The policy is reasonable, but a spoof that can get you to log on because you are upset that this policy is being applied to you when it shouldn't apply, is a new level of sophistication in online fraud.

QFT Never click on an email link for a financial-related site even if you think it is absolutely safe, always open a new browser window and then go to the site.

Good advice. I never have, but this was one of the best spoofs I have seen. I called PayPal about it rather than clicking any links.

They really have frozen my funds for 21 days! It was not a spoof! I finally got to speak to a supervisor today who agreed that the criterion for hold does not fit me. He told me that it is because I am selling coins. So I asked why this doesn't apply to all coin sellers, particularly those with charge backs and negative feedback? He couldn't answer that one. Anyway he promised to request a review and contact me in three business day. I may be cutting off my nose to spite my face, but that will be the end of my selling and buying on ebay if this hold is not removed. I will close my PayPal account immediately. Without ebay it may also be the end of my coin collecting as well. By the way Bobby if this action sounds reasonable to you than you are out of your mind. Lets see what you would say if for arbitrary reasons PayPal does this to your business.

Guess you forgot you agreed with me that it was reasonable.

The hold rule as outlined makes perfect sense and I welcome the security.

If they placed the hold on you by mistake, that's a different issue altogether.

Sorry about the emotion. I have been selling coins on ebay for eleven years. I have perfect feedback. I have never had a chargeback or PayPal dispute. I treat buyers the way I would want to be treated. If they can make an arbitrary decision or mistake with me they can make it with any one of us. Paypal is too large and powerful, especially since they are the only way to transact business on ebay. I suspect this is going to happen to more of us as well. It is just another way for Paypal to improve their cash position. If they fail to reverse their decision about me - I am done.

I received that same email, and immediately sfwd it to paypal as a spoof, then deleted it. I get the same thing from aol accounting, ebay, paypal, and also that "so-and-so, has been added to your account, (banking checking). I used to open and read to see what is there, BUT, I don't click on links. If it "looks" legit, I use another browser, and go to my account, or clock onto another site, to verify.
Now I have a "pet peeve", that has been "pending", for several years with paypal. If you send money to an email addy, and it is NOT the paypal addy, you do NOT get your money returned! I asked paypal aboput it, and haven't gotten a response that qualifies, nor my money.I still but, but verify the correct addy, BEFORE sending funds.
Anyone else have this problem" I know of two who have.

If it turns out to be true I will no longer be using ebay. In my opinion it is NOT reasonable. Not when they keep 3% (which is a lot) of anything I sell. And based on them providing no protection for the seller (see thread BUYERS that scam) I won't be selling anything through them again. I'll probably still use them to purchase coins and that's about it.

I have one auction up right now on ebay. If they hold my money it will be my last.

Add a Disclaimer to your auctions..."Due to PayPals unreasonable 21 day hold on all funds....All PayPal transactions will ship 22 days after Payment is made through them! (This may prompt buyers to ask if they can send you a money order)

I don't care how long Paypal wants to hold funds.....I closed my ebay AND Paypal accounts last year

I have not been contacted my the supervisor yet, but they have removed the 21 day hold from my account. I guess I will never know why they did it, Now I just have to continue being my honest self and never give them a valid reason for a hold.
