the 95 has the doubling on the obverse. and you cannot mistaken it for Machine Doubling.

Killians - there's no rule against there being a 1995 doubled die reverse. It's just that there has not yet been one discovered that's obvious. Let's leave the path open for people to think outside the box of what's "known". That's how people discover new dies.
