It looks like a upside down "y" in the second space from the left. There is also a line in the next space, not as easy to see as the "y" but still there and continues behind the column into the space with the "y".

Is this some kind of clashed die or somebody messing around?

Got to be something common, I found 2 more just like it but 1982.

Here is another one a little different though, also from 1983.

Yep, it is a die clash from LIBERTY. The strongest ones will have multiple clear letters showing.
