Canada is the only country to put "regina" in full on the coinage - only Canada and Britain still use Latin, and "regina" appears on British coinage abbreviated: REG. If it's currently quarter-sized then I assume it was originally a Canadian 50 cents. This small-sized lettering was only used on silver 50 cent coins in 1965 and 1966.
