A seller who ships to a non-verified address is doing so at his own risk. That protection is in place to insure hijacked accounts aren't used. I had some gold up for sale a few years ago and received a question from a potential buyer ... "I'm thinking of buying this for my sister and paying with paypal. Will you ship it directly to her in Singapore? What had happened here is someone from Singapore probably hacked a U.S. account. If I would have shipped it, a little while later PayPal gets a complaint from the real account owner for fraudulent use. As a seller I'm hung out to dry. Never ship to an unverified address unless you know them personally.
