It is certainly a frosty appearing coin but may not have the reflective fields necessary for a PL or DMPL designation. It could even be artificially frosted

It's against ebay rules to give a numerical grade in the title of a raw coin. Coin in NNC holder is considered raw by ebay. Wonder what was the end result of the lawsuit between CENTSLES (and others) vs. ebay on that topic?

And maybe that rule didn't apply to that auction, being that seller was in UK.
