I've been giving my Grandkids (four and two Greatgrand son's) birthyear Silver Eagles. Couldn't find any silver dollars for 79 and 80 had to give my daughter in-law and son Morgans.

Gem is just a description (high MS or proof), does not really matter what holder the coin is in.

Were you expecting it in a TPG holder? If so, then they would sell with the assigned grade (e.g. PR69DCAM).
