Are there no business strikes of the 2004 half dollar? If not, how can one put together a business strike set with missing dates? Just use the PL as a filler?

Then it wouldn't be incomplete to not have that date. Your set would be complete without it. Many recent years are the same with the 50c piece.

Foreword (Charlton 2009, p. xiii) illustrates the situation very well:

"[since 1968] the difference between circulating and non-circulating began to blur. We have a problem in that a collector who wishes mint state business strikes for their collection cannot distinguish mint state uncirculated coins from those removed from packaged sets issued by the Mint."

You wouldn't be the first to do it.
