I said steps, but what I meant was the right side of the memorial above the designers initials.

I've seen several cents that look like that. It could be die abrasion/ die fatigue/wear /gas bubbles under plating or many other things. But it not a doubled die. I'm like you. Not knowing for sure what, but knowing it isn't collectible as it happens over and over.
