Not exactly on point, but at the February Long Beach show I inspected several slabbed 1873 and 1874 "with arrows" dimes, both P and S mints. I need one for my type set and was looking at coins in the EF to low MS range. All the examples I saw had some degree of weakness on the reverse which I presume is typical for this type. I didn't see anything that really appealed so I did not make a purchase. Based on that experience, I'd say the OP's coin might be closer to EF than VF in terms of wear. The cleaning and damage of course cuts the value 'way below what a no-problem coin would be worth.
