Found two weak "4's" in a roll of AU steel cents. Is this common?

Yes it is common. Because of the steel dies on steel planchets they wore out quicker than the other cent years with the softer material. But the Two Cents you posted are not from the same die pair. How did I know?
The die scratches on the reverse are in different places. #1 N-E #2 N-T

I recently saw a 43 with weak 4 for sale on ebay.The seller called it an error and wanted 1000 bucks for it.Haha
