i just got a Morgan dollar for my b-day (literally like 5 minutes ago)
and it could easily grade MS-65 BUT there are glue spots all over the reverse. how do I get it off without scratching it? or should I just leave it be?

Acetone should remove glue residue pretty easily.

1. would nail polish remover work? 2. could I mess up and lower the grade? 3. how long should I soak it? 4. how do I put it in and take it out?

that breast looks way way to worn for a MS-65. never use Nail Polish, you will need 100% acetone

If you can get that off without it looking like you got it off, MS-64.

MS-64.

how in the world can you tell that from "that" picture? no Obverse picture (which carries the most weight in grading) and either there is glue clogging up breast feathers or this thing has wear or was very very softly struck, but would need to see Obverse to even have an opinion on grade

Acetone should remove the glue, soak it for a minute or two and see if it lifts off. if not try soaking a little longer. From what I can see from just the reverse this coin is not MS-65 or MS-64 too much wear to make MS grade. Would need to see the obverse also to tell for sure.
