If you can remove it from the capsule it cloudy and has scratches on the plastic. from what I can see I would grade this coin at VF-35.

I'm still going with VF-35 out of the capsule.

I believe this to be at least an XF-40 Details. 45 wouldn't be out of question. It's hard to tell from the pics, but there appears to be a little bit of luster left in the devices. It also looks like it may have been cleaned.
Typical flat strike though... but if that is luster shining through I would say XF40 minimum.
