Is this off center enough to be a collectible off center or is it a misaligned die situation or something else that would make me want to keep it. Thanks all.

I don't think it is considered off-center, just a misaligned die. For it to be off-center the reverse would need to be offset in same direction as the obverse. The reverse on yours looks almost normal, or at best is misaligned just slightly in the opposite direction.

They seem to run rampant on Roosevelts (at least in my brief experience), but I do keep the stronger one's like yours.

The difference between a MAD and an off centered strike is easy to tell. A MAD is created when hammer die is out of alignment so the coin only has one side off center. It is struck normally on teh other side an on the edge by the collar. An off centered strike is created when the planchet is not seated correctly in the striking chamber and this causes both sides to be off center, but more importantly it also causes the planchet to block off the collar from coming up around it. So an off centered strike is an out of collar error and in the case of a dime will not have the reeding on the edge. So if you ever wonder if a coin is an off centered strike look at the edge and see if it was struck in the collar.
