Yep, looks like a typical off-centre strike to me. Not that an off-centre this extreme normally gets called "typical".

SO, why is the coin bent up at about 40 degrees ?
AND.... how can it be struck OFF centre that much?

The bend probably happened later but the off center is due to the blank not being seated properly and left hanging out to the degree that you see.

A coin struck outside of the collar can be off center anywhere from 1-99%, I own a few off center strikes in the 80-95% range. As for the bend, if the struck portion of the coin is perfectly flat then the bend would almost certainly have had to occur during striking as that would be the only practical and nondamaging way to maintain flatness.

thank you guys
the struck portion is perfectly flat. the rest is pushed in to about a 30 degree angle.
amazing... the rest of the coin is easy an MS60 or better.
