I assume it's called "2010 and Beyond" on the US Mint website because it's planned to be the new standard reverse design for the cent from now on.

Whether they decide to keep it and/or issue further commemorative cents is entirely up to future administrations. And of course it can't be too much longer before the cent is discontinued. But while it lasts, the shield design is now normal.

If the "one cent" disappears, doesn't it defeat the purpose of having 100 cents in a dollar? The nickel would be the lowest, being worth 1/20th of a dollar. Strange is all.

Not really, it just becomes an abstract like the mill. I imagine they'll still be minted for proof and mint sets for some time after they stop minting them for circulation anyway.

No, because electronic transactions (which are continually increasing while cash transactions decrease) will remain accurate to the cent.
