Beautiful coin, Scoob.
Here are images of two PCGS 1996
ASE theyve graded at MS68.

Note that the toning has not affected PCGS's grading standard for MS68.
I think the discoloration (if it's not toning) on your coin does affect its eligibility for MS65 and above, based on one of the guidelines I'm using for grading this coin:
MS 65 - This is the gem category. Coin should be fully struck with eye appeal. Either brilliant or toned but there should not be any unsightly marks or color that negates eye appeal. Any marks should be very minor in appearance. Prices spread out even further.
MS 66 - A coin that just jumps out at you as being nicer than an MS 65. The main devices on either side should have no more than very minor ticks and the fields should be cleaner than that of an MS 65.I'm tough, conservative, and no expert, Scoob. A push might get it into MS 65. For all I know, PCGS might grade your coin even higher, too.
The (cough cough) National Collectors Mint is selling them for $129.99
PCGS and bestcoin.com has the coin valued between $50 and $70 for the MS grades excluding MS70
There's also a NGC certified MS69 on
ebay currently at $65 with 13 hours left on bidding.
That's my input and I would immediately defer to anyone who has more experience with this coin because I have very little.
