They are tough to photo! I can't tell if LIBERTY is fully legible or not, but can see some wear on high points, but overall from these pics, I'd guess its better than F15 if LIBERTY is full and bold.

On the reverse, across the TES of states, is that a mark or reflection?

Its definitely better than F15. Its hard to tell from the photos but its at least VF-XF. Why dont you bust it out of the 2x2 and you will probably get some better pics.

It's hard to tell from your pics but I think the coin is better than F15. Can you enhance these (maybe darken?) or take from a different angle?

Those pictures are a LOT better! Very original looking too! I'd say at least VF 25/30.
