What coins are in these? Is this some form of specimen strike? There's no frost on the features at all and the lustre is super distinct. I'm looking at the first one I've ever seen from 1995.

OH Canada sets have the same finish as the pliofilm BU sets(PL sets),brilliant relief on brilliant background.

Thanks, I'm sorting through a very mixed lot of odds and ends I bought and I normally don't give this kind of thing a second look but I thought they looked pretty fine compared to the pliofilms that I do have...

Must be the shiny packaging fooling me....

The Oh Canada Series are as described , The newer ones have the colorized quarter I think I collected the series and the other derivatives that have quarters in them just because I have a thing for quarters. Usually buy them for about 1/2 the issue price doesn't say much for the short term value but may for the long term, small mintage's if there are enough quarter freaks out there.
