it might be die chips around the D, I dont think it is Machine Doubling though or at least if it is theres something else going on with the mint mark as well

A RPM is impossible after 1989. The mint mark is engraved right on the working hub, not punched. Appears to be severe Die Deterioration. The only doubled mint mark I can think of since 1989, is on a 1995D Lincoln Cent. That coin is considered a doubled die.

I'll defer to the die gouge for now unless someone else weighs in plausibly differently. I see the error under the mint mark and it may be coincidentally aspiring to be the shape of a "D." Thanks, all. p.s. Scooby; you said, "  I crack myself up sometimes!" yes you do !! me, too.
