I've collected coins for many years, but if I had to make a living grading MS and PL coins I'd starve to death.

What do you think about the grade and color of:

Photos are blurry as all get out.

I'm the worst grader from photos in the country. I can say that from what I've seen US TPG's tend to overgrade our coins since they follow their own standard of giving up points for visual appeal. I'm not claiming this is one of those cases, just saying what I've seen.

I'd check around at a few Canadian dealers so I could see coins in hand from this price range.

Based on the visible marks, it could be. Based on the eye appeal, which forms part of every PCGS grade, I will guess that the coin has turned in the holder since it was graded. Probably was poorly stored.
