Judging the scratches, I believe it is damage.

I think damage, too. If it were struck through something you would still be able to see the letters from the strike.

I have to be a little skeptical on this, there seems to be some raised ares near the rim,I can" t say for sure this is post mint, so I think I'm just going to keep my mouth shut.

The raised areas are cause by damage. The metal is indented in one area and causes a raised area next to it.

There is no raised area other than the normal features of the coin - the rim and the letters. It would have taken a very precise operation for the metal to have been removed post mint, because it was removed, not moved. It's almost as if something interfered with the strike, a piece of metal or something like that.

Also, the rim on the obverse, directly opposite the damage, is flattened, which it would be if something interefered with the strike.
