I have looked at a good many 2009 NMI quarters and have noticed this specific mark on alot of the coins.
The location I am showing you is just below the ear lobe on the jaw and down a bit on the jawline.
I have about 40 with the same identical mark. Any ideas?

Looks like die scratches if you are asking about the light NW/SE? The devices in that area are almost the same as the fields which gets cleaned after a clash.

On 40 you say could be a small die gouge.
