I have a similar quarter with near full LIBERTY, but weak on the reverse... PCGS called it a Good 6 which is what I would call this.
Although LIBERTY can often times be the main grading point, it is not always the case, such as the later run of quarters. The details of the body are very weak, G-VG. They are often found with more letters on the shield than what the rest of the coin would let on.
But then in the dollars, halves, 20c, dimes and Half Dimes, LIBERTY is often weak and you do not not need a Full LIBERTY for it to hit the Fine range. As long as the rest of the details are sharp...
