Without a doubt this is a doubled die, and without a doubt it is NOT 1984D-1DO-001. The mintmark is in the wrong place. This is likely a new discovery.

See it for yourself. This is my site's image overlaid on top of your lower image with all the points of the date matching perfectly. The mintmark on your coin is clearly northeast of the mintmark on 1984D-1DO-001. It's impossible for one die to strike mintmarks in two different places. Nice find.

Nice job on the score 909! (Sounds like Maxwell Smart! Right, 99!)
Cool to find a doubled die that's been dormant for 26 years!

what I'm really wondering is how the doubling is the same but the mint mark is in a different spot I have been looking at the two and my coins mint mark is closer to the date and it looks like the one on coppercoins the mint mark is tilted a little . is that normal to have two different dies with what looks like the same doubling ?

That's a good question, and I'm not even going to pretend like I know the answer. I'm sure Chuck (or any of our other numerous pros) will follow up with an answer.
I have way too much to learn still. I know the mintmarks were added after the dies were made, so maybe a working hub was doubled? Then created working dies that the mintmarks were added to? Just speculating.

The process by which dies are made is repeated step fpr step with every one of the thousands of dies made per year. The chances that very similar doubling could appear on two dies in one year is actually greater than you might imagine. I would doubt that through microscopic study it would be found that these two different dies indeed have identical doubling - it's just close enough that it would be very hard to detect with the unaided eye...as was the position of the mintmark, which was made much more obvious as being different with the help of an overlay.

I don't think it's new. I have to check but I think that I have two of these. It's still a very nice find. I checked and I have two. Here is one of them. I did overlays and they are identical. Bill
