Jordan, using my my PCGS reference collection, I would estimate VF-20, possibly F-15 due to the gouges on the reverse. (BTW, per usual, I haven't viewed the other responses to avoid influencing my opinion.)
However, I'm also of the opinion this Morgan has been cleaned as evidenced by the dark/dirt inside many of the letters and numbers and the uniform non-luster on both sides. Especially with 1889-CCs, I have yet to see a raw 89CC Morgan which has not been cleaned or otherwise altered except for one very low grade (G-06) specimen. Because of their scarcity, far too many 89CC owners feel they have to spiff them up. For the same reason, most of the uncleaned specimens have already been slabbed.
Also, because of the scarcity of 89CCs, if it were mine, I'd have this one net/detail-graded and slabbed by ANACS knowing that at least it would be preserved in a slab. If by chance it came back uncleaned from ANACS, it could always be crossed over to NGC or PCGS.
