A few things here...
First, there has never been a case of carbon spots "going away" on their own on a copper-based coin. This is simply absurd. Carbon spotting is caused by a number of different contaminants left on the surface of the coin mixed with moisture from storage. The spotting eats into the surface of the coin forming a permanent bond with the metal.
Second, whether or not they will grow depends on whether they are "active" - if there is a light spot in the middle of them, they are active. If there is a green area in them, they are active. Only if the spot is all-black would it be inert, thus would not likely grow.
Third, I see a 2% rim clip on this coin, which would give it a small premium value. It's a large-S mintmark, which is the most common type. At best, I see an MS61RD coin here. Also at best, I see about a $1-$2 value. I'm not one to tell you what to do, but by the time you run this on
ebay and pay the insertion fees and final value fees, they will have eaten over half of your selling price on an item with so little value. I personally have a minimum value rule for my own items set at $10...and this coin is not a $10 coin. Just saying.
Edited to add: Best bet with this one is to combine it with five or ten other minor errors and sell them as a group lot.
