Is it the little dings on the obverse that keep it from grading MS?

No, it is not the dings that keep it from MS. It is the fact that you can see signs of wear on the coin. I see it most notably on the eagle's chest.

MS coins can have dings and bagmarks, but they can't show signs of wear.
