That's better.
The areas above the letters are a split in the plating exposing the zinc. There is a die crack running from the bottom right of the memorial, below the designer's initials, to the rim.
Although, I can't see it well, inside the memorial is probably a die clash. And the area you have circled to the left of UNUM, I can't see, either.
Let me know if you want more info.

I can't really see it well. Does it look similar to the split plating, like there is above STATES?

the breaks above the letters are not green they are a silver colos its just the scanner that made it look green

Didn't see the second picture when I was replying. It looks like die polishing, probably resulting from the clash. The "scratches" you see below the memorial, and to the left of UNUM are die polishing marks. Sometimes, when the dies clash together, they try to "polish" them down, kind of like sanding them.
Do you have a loupe? If you tilt the coin so that you are looking along the "shadow", you might see an ever so slight "trench" where it is slightly deeper than the area or "field" to the right.

the face of the coin is off center alittle so how much you think the coin is worth like a buck or two or nothing

Unless there are letters or parts of the date missing, it is probably just a misaligned die and considered within "acceptable tolerance" and is worth one cent.

Some recap on what other people said, some new observations:
The area to the outside of the design where the zinc is showing through the copper - that's split plating, a very common occurrence on zinc cents. The copper plating splits open exposing the zinc when the coin is struck.
The lines in the lower field are die polish scratches - also very common. Same with the lines to the left of EPU.
The "shadow" you are seeing in the right part of the design is die wear. This is a normal occurrence with die use.
The lines inside the memorial building are die clash lines. This happens whent he obverse and reverse dies slam together without a planchet between them - they impart their designs onto one another. This is also very common.
As for the obverse (no image provided)- if it is off-center enough to cut out part of the design, then the coin has some value. That would be a misaligned die error. As it stands, however, with what I can see from the images provided - your coin is normal and has no premium value.
