Definitely Thailand.
Now, here's a puzzler. From what I can read, it supposed to be 1 satang dated BE 2485, or 1942. But the coin supposed to have a center hole punched out. See what others say.

Y#57 without hole. You're right on the date. Original mintage 20.7 million. Krause also states "Approximately 790,000 coins were struck for circulation 1967-73." Worth 30 cents in VF (2010 edition).

How common is it without a hole? And how did it happen?

All of the coins struck in Tin #57 lack the hole. It was the Bronze coins dated 1941 that had the hole.

I see, I didn't read the note. I was just looking at the picture which, for whatever reason, does have a hole.

Hey...just looking for clarification; here's what is described.

Y# 57 SATANG
1.5000 g., Tin Ruler: Rama VIII Obv: Center hole within design
Rev: Center hole within design Edge: Plain Note: BE date and
denomination in Thai numerals, without hole.

My thoughts was that the date could be with either Western numerals or Thai numerals. And that the difference was it was holed if in Western numerals and not holed if with Thai numerals. And I did notice that this was the opposite of what is noted for Y#60.
So the question is whether or not they came in both Western and Thai numerals or not.

The wording in the catalog is incorrect. It should read something like clear centre circle.

#57 and the next entry #60 are both without holes.

As for western AD dates these have only featured recently on Thai coins and only on a few commemorative issues.
