Looks to have "proofish" surfaces to me.

Business strikes have "proofish" surfaces because they are made with brand new freshly lapped dies. The entire mintage was only 1,700 pieces, hardly enough to start any real wear on the dies

I feel that it is a business strike. The 3CN proofs I have seen almost all exhibit brilliant proof finishes, not even close to looking like a UNC coin.

If you go by the typical standards of 'proof', I agree. But it looks like there were weak proofs struck for the date:
