Possibly Russia 10 Chervontsev 1937 issue VG10.00.
1 Chervonstsev = 10 gold Rubles.
There isn't an illustration of this in Standard Catalog of World Paper Money but it looks similar in design to the 1, 3 and 5 notes in the same series. Generally believed to have been issued to commemorate the 20th anniversary of the October Revolution.

They used this denomination (singular form chervonets, = 10 rubles) to disguise the inflation.
