The main reservation I have about saying it looks like a 3 over a 2 is, why would the 2 wear down so much more than the 3? I feel if it was indeed a 3 over 2 the wear would be similar in the two digits.
If you can find an image of the P mintmark on the reverse of a known specimen and compare that mintmarks position to yours it would come a lot closer to answering your question. This coin looks promising, but from the corrosion and gunk it would be impossible to say for sure with the date alone.
