I think they are rejecting it primarily due to the brown (crust?) surrounding the devices on the reverse. Have you thought about sending it through NCS for conservation. A truly beautiful coin that IMO should slab at least 50 or 53. I'd vote for NCS in this case to try to get it slabbed.
