I am new obviously. But if we wanted to buy a proof, such as a Silver Eagle Dollar. How can we as individuals make such a purchase? Or do we have to wait until a dealer makes a markup? Is there a lottery for the 1st chance to purchase?
I am asking not really specific to the Silver Eagle, but to all of the US New Coin productions...

To get the new coins each year. You should get on the mint mailing list, or just go to the Mint's web site.

You can get the yearly proof sets from the mint and leave them in the GPO holders. You didn't say how you are going about collecting these proofs, for example, placing them in a coin album or board. In that case, you can buy the proofs individually from sellers here and on e-Bay if you are leery of cracking open the GPO cases. If you plan on handling the coins, having a pair of Colton gloves is handy so the surfaces aren't marred from the oils from your hand. Good luck and welcome.

Any proof minted in a particular year will be available from the US Mint, either through their website or by telephone or mail order. The only thing that dealers can get that regular collectors cannot are the bullion Eagles. Circulating designs are available in the annual Proof Sets(clad and silver) and the commemoratives and Eagles are sold individually. One thing to note is that the US Mint did not release a Proof Silver Eagle in 2009, supposedly due to a silver blank shortage.

Thanks for the great information. So after the usmint runs out. Then its time to go to the dealers or individuals for what we need... I see. Great help from everyone.
