It looks to have been polished a bit as I see no evidence of luster.

This ones a bit difficult to call for me. Could just be the pictures, but I see what looks like hairlines in some areas. Detail on this coin is beautiful a very strong strike for a New Orleans mint coin. I would grade the details at MS-64. I'm not 100% but I also think this coin has been lightly polished.

I agree it may have a problem. I've never seen an original Morgan dollar with that chromium-plated shine evident in your first two photos. A genuine deep-mirror-prooflike (DMPL) Morgan with original surfaces has a very different appearance.

I'm 90% sure this coin would get an "altered surface" comment if it were sent to one of the top grading services.
