I have a fairly battered coin with the date 1783 and the inscription "Washington & Independence on one side, with what looks like the figure of Brittania seated, and a bust of a man on the other side. Is this a coin ? or a commemorative medal

It sounds like you may have a token.

There was a "Washington & Independence" series that was struck in about 1820. But, we would need pics to identify it better.
