2000 P Sac Die Chip?

The edge of the coin has a small piece missing and there appears to be a chip on the C. Also the letters are not very clear on this part of the coin. I can't tell if it's Die Deterioration or Machine Doubling.

Die looks like it was in LDS/VLDS die state. Cheap single squeeze dies.
