IMO... with new technology and better quality control at the mint the major and nicer error coins will become scarcer...

quote D "better quality control"
couldn't agree with you more there should be less of these errors available. I does make me wonder though if they the employees of the mint let some of this stuff through the doors! IMO its good for business for the mint, the price some of these errors command, gets national attention, and publicity for the mint, and numismatics in general!

I can see how a dime planchet could be struck with cent dies, but how did it get a reeded edge? Doesn't the collar used on dimes cause the reeded edge?

The collar certainly does impress the reeded edge...The weight and size is right for a dime, and looking through a microscope I cannot see any other image ( sail boat and queen ) if a dime was struck over. Bought this from a large coin dealer in Ontario that has a good reputation...

Maybe some experts will chime in with ideas....

Struck on a foreign coin? Colour doesn't look like a dime.

Cannot match it up to a foreigh coin for weight and size and reeds. Certainly not a dime as it is not magnetic..Check out the edge reeding and how strange is this ? IMO cannot be from a collar strike as these reeds are different in size and shape. Opinions ?

The appearance of the reeding would make perfect sense if you had a double denomination coin. A struck dime that was struck again in a cent collar would have distorted reeding from the planchet spreading during the second strike. However, you said there is no trace of the underlying dime design so I am a bit baffled
