It appears to be covered in some black paint or something. Any suggestions on how to get it off?

Nice roll find! You just can't beat paying face value for these!

If it were me, I don't think I would bother trying to get the black stuff off. It isn't worth enough in that condition to worry about it. Just my opinion.

Soak it in vinegar for a few days. Some of the black stuff will come off while the date reappears.

Is that a large D? If so, it's either a 1935 or 1936.
